Overview
Jhpiego Mozambique is seeking a highly qualified HIV Prevention Advisor to provide technical leadership and oversight for HIV prevention activities under the RISE-OVC Project. The Advisor will support the planning, implementation, monitoring, and evaluation of evidence-based prevention strategies targeting orphans, vulnerable children (OVC), adolescents, and their caregivers.
The Advisor will work closely with Jhpiego’s technical team, sub-partners, clinical partners, government stakeholders, and Jhpiego headquarters to ensure the alignment of HIV prevention activities with national and donor (PEPFAR/USG) priorities and guidelines. This role requires a strong understanding of both biomedical and behavioral aspects of HIV prevention and a commitment to community-centered approaches.
Responsibilities
- Provide technical oversight and strategic direction for HIV prevention and testing services across the project’s target populations.
- Lead the design and coordination of community-based HIV testing initiatives, including index testing, self-testing, and provider-initiated testing, ensuring alignment with national protocols
- Collaborate with caseworkers, community health volunteers, and clinical partners to ensure quality HIV pre- and post-test counseling, informed consent, and timely results delivery.
- Serve as the focal point for HIV prevention activities, including risk reduction, PrEP promotion and uptake among eligible adolescents and caregivers, and community education.
- Ensure integration of HIV prevention messaging within OVC case management and facilitate effective referrals to clinical and community-based prevention and care services.
- Coordinate with local health structures to strengthen access to comprehensive prevention services and support linkages to care and treatment.
- Monitor program data and collaborate with the M&E team to identify gaps and opportunities for continuous quality improvement along the HIV prevention cascade.
- Support the development and use of tools and systems for in-depth data analysis to inform performance improvement plans.
- Represent the project in relevant technical working groups and liaise with government entities, implementing partners, and development stakeholders.
- Contribute to the development of training materials and capacity building initiatives for staff and partners on HIV prevention strategies.
Preferred Qualifications
- A degree in a biomedical field, public health, or a related discipline.
- Minimum of 8 years of experience providing technical leadership in HIV prevention programming, particularly in donor-funded (preferably USG/PEPFAR) projects.
- Demonstrated expertise in community-based HIV testing and prevention services for OVCs and their households.
- Proven ability to plan, prioritize, and execute activities independently while managing multiple priorities and deadlines.
- Experience working with government counterparts, clinical partners, and community-based organizations in Mozambique.
- Strong skills in data analysis, strategic planning, and quality improvement in HIV prevention.
- Excellent interpersonal and communication skills; ability to work effectively with diverse teams and stakeholders.
- Experience in training, mentoring, and capacity building.
- Fluency in Portuguese is required; working knowledge of English is preferred.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint).
