Country Technical Advisor – Mozambique

Climate and Ocean Adaptation and Sustainable Transition (COAST)

The COAST Mozambique Country technical advisor will work for the Mozambique Country Team Leader to provide technical inputs into the delivery of the Country Strategy. The Mozambique Country technical advisor will leverage their technical expertise and understanding of relevant networks to provide relevant and strategic insights ensuring the country strategy is impactful, feasible, and in line with the COAST overall programme strategy. Where necessary, the Mozambique Country technical advisor will be requested to provide support to accessing government approvals, and to facilitate introductions and access to key stakeholders.

The Mozambique Country technical advisor will support the strategic overview of COAST’s activities, identify programmatic synergies and opportunities and facilitate key relationships and collaboration. The Mozambique Country technical advisor will also provide technical expertise to the scoping, design and conceptualisation, evaluation and implementation of agreed TA and grant assignments.

  • This position is open only to Mozambique nationals.
  • This position is full-time, and the successful candidate will sign a full-time, one-year long contract until the 31st of March 2026. This will be extended based on performance and needs of the Programme.
  • This position is based in Maputo, Mozambique. The successful candidate will be required to go to the COAST Facility office frequently.

Each Country technical advisor will have two sets of activities and priorities:

  • Strategy and Core Advisory: “Core days”
  • Technical assistance and assignments: “TA Fee days”

Key Responsibilities – (ongoing) Core Days

 

  • Reporting to the Team Leader, provide technical analysis and advice to the Mozambique Country Team to deliver the Country Strategy – including conducting research, providing analysis (by theme or by location); provide insights and data on geographical locations, potential partners and feasibility of options
  • Where requested facilitate (including preparation and reporting) stakeholder workshops or discussion groups, collating relevant information and analysis for the country strategy and supporting prioritisation processes.
  • Leverage professional networks to identify key stakeholders facilitating introductions and briefings with COAST to align priorities and opportunities;
  • Identify opportunities and potential risks including mitigation or management measures to ensure the strategies are feasible and implementable, and were appropriate identify alternatives to ensure COAST’s technical vision is effectively contextualised.
  • Act as a champion for COAST Facility’s vision and objectives; leveraging existing relationships and networks to enable COAST to rapidly identify and implement activities.
  • Identify new and emerging priority stakeholders and track evolving opportunities through changes to the political economy or national agenda; support the identification of learnings and adaptations through implementation identifying how they align with COAST’s wider priorities and objectives.
  • Participate in Evaluation panels for grant and TA decisions as an evaluator and / or technical expert;
  • Participate in country technical advisory group meetings (expected monthly) coordinated with the COAST Technical Advisor coordinating technical learning and insights.

Level of Effort: Total 34.25 days for Year 1 (18 th June 2025 – 31 st March 2026)

Key responsibilities: TA Fee days

 

  • Scoping of TA packages – including stakeholder and planning meetings with potential partners (such as WCS, and others) to identify technical alignment and COAST TA packages
  • Concept design and analysis – draft concept notes for TA Packages aligned with COAST country strategy for presentation to COAST evaluation team(s)
  • Scoping grant activities and competitions – based upon the country strategies, pursue specific priorities / opportunities for grant competition / direct award opportunities including OCPP, WCS and others
  • Once TA / Grants are underway – assigned as a Point of Contact / Expert to monitor / manage and oversee grant / TA activities (in line with COAST’s grant and TA manuals and approaches)
  • When identified (by the CTL or TL) – design and / or implement cross cutting / strategic / thematic assignments (such as learning assignments, baselines or other)
  • Each assignment under “TA fee days” requires an agreed scope of work with an assigned level of effort and an assigned project number / task code for billing. At least 10 days will be allocated per year.

Background to COAST

Human activities such as harmful fishing practices, coastal habitat conservation, and pollution directly contribute to biodiversity loss and degradation of ocean and coastal ecosystems and ecosystem services. This degradation amplifies coastal populations’ vulnerability, particularly in developing countries already burdened by high poverty, and frequently dependent on fragile ocean and coastal livelihoods such as artisanal fisheries and aquaculture. While the ocean is the primary source of animal protein for billions, climate change raises the stakes and compounds the problems as coastal areas are increasingly exposed to sea level rise, intense storms, marine heatwaves, and ocean acidification, posing existential threats to both marine life and human communities.

DAI recognises the need to address these challenges holistically, integrating targeted interventions to improve both environmental and social systems. Our vision for COAST Facility is “ to revolutionise coastal and marine ecosystem management through a pioneering approach that uniquely combines local community empowerment with national reform and global advocacy .” COAST Facility will implement activities in 4 priority countries – Mozambique, Indonesia, Viet Nam and the Philippines and a demand led Technical Assistance Facility in ODA recipient countries outside these four priority countries.

These principles are appropriate for addressing coastal and ocean challenges effectively; ensuring flexible and innovative solutions; the ability to deliver, manage and maximise impact; and ensure a high standard of programme and activity management tailored to the complexity of COAST. They are a holistic approach, community-centred solutions, collaborative partnerships, legacy and sustainability, and learning and adaptation.

Background to DAI

To deliver COAST Facility, DAI will capitalise on our extensive experience in Indonesia, Mozambique, Philippines, and Vietnam to support aligned partner country governments and local community-based organisations. Our delivery of COAST will a) provide a team of world-leading experts in coastal and ocean sustainability coupled with deep experience in ODA fund management; b) leverage DAI and our partners’ expertise delivering programmes alongside partner governments and communities; c) provide deep understanding of effective multi-country, multi-component TA and fund management programmes.

DAI will lead the COAST consortia and be responsible for the overall delivery of the contract. Our Consortia partners are Blue Green Advisors, DevLearn, Monterey Bay Aquarium and Wildlife Conservation Society.
